    – GENERAL INFORMATIONS –
 
 
  1. SHORT TITLE AND COMMENCEMENT

These regulations may be called the 2nd North East India Film Festival (NEIFF) 2025, Manipur Regulations and will come into force with immediate effect.

  1. AIM

The Festival aims at encouraging the production of films of aesthetic and technical excellence and social relevance contributing to the understanding and appreciation of unmatchable traditional cultures of different communities of North Eastern India through cinematic form, thereby promoting unity and integrity of the nation. The 2nd North-East India Film Festival-2025(NEIFF 2025) is a competitive Feature and Non-Feature Film Festival of North East India bringing ground breaking features of fresh artists and filmmakers and is a showcase and celebration of North East India Feature Films and Filmmakers, and will provide exciting platform for directors, editors, writers, producers and cinematographers to showcase their exceptional art across the country. Our mission is also to celebrate the rich cultural heritage of the region and promote the growth of a vibrant and inclusive film industry encouraging the study and appreciation of cinema as an art form through possible panel discussions and masterclasses, etc. This event will run from February 12 to 16 February, 2025.

  1. ORGANIZERS

The 2nd North East India Film Festival (NEIFF) 2025 Manipur will be organized by THOUNA, Manipur in association with Film Forum Manipur and Department of Information and Public Relations, Government of Manipur under the sponsorship of Ministry of Information and Broadcasting, Government of India and National Film Development Corporation.

  1. SECTIONS

The Second North East India Film Festival (NEIFF) 2025 Manipur will have 2(two) sections, viz,(1) Feature Film and (2) Non Feature Film.

There may be a non- competition section of screening good NE films not having CBFC certificate but certified by concerned authority of the State.

  1. PROCEDURE FOR ENTRY OF FILMS

            The films should be original films in a language of North East States of  India, viz, Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. A film shall be entered by its Producer only (‘Producer’ is one who produces a film and also has the copyright of the film, can supply/authorize supply of digital copies from the laboratory for jury and other screenings at Film Festival(s) of the selected films and who will also be receiving the award if the film is chosen by the jury for an award and may include an individual or a company or an institute or any other such entity and shall include a co-producer also).

5.1       Format

Feature Films: Films certified in Video/Digital format can be submitted either in DCP (Unencrypted, DCI Compliant-12k), Interop or SMPTE DCP- Note: J2K Interop DCP to be only in 24 fps/MP4 quality.

Non-Feature Films: Films certified in Video/Digital format can be submitted in DCP (Unencrypted, DCI Compliant-12k), Interop or SMPTE DCP- Note: J2K Interop DCP to be only in 24 fps/MP4 quality.

5.2       The Producer/Production Company should submit his/her entry in the Entry Form Online. The forms for both Feature Films and Non-Feature Films must be completed in all respects and should be accompanied by all the necessary material mentioned in clause 6 below:

Note that the producer shall ensure that the names indicated in the entry form tally with the credit titles appearing in the film. An affidavit to this effect shall be furnished by the producer and any further claim after submission of this affidavit will not be entertained.

6. ELIGIBILITY TO 2ND NEIFF2025

6.1       Only those Producers whose names are on the credit titles of the film (both sections) and are normally residing and working in the North Eastern States of India will be eligible to apply. In case of co-producers involving an entity out of the North Eastern region, at least one of the co-producers must be a resident of the North Eastern States.

6.2       Both the Feature and Non-Feature films should have been certified by the Central Board of Film Certification (CBFC) from 1st January, 2024 to 31st December, 2024 (Mandatory).

6.3       Films made in any language of NE States shot in digital/video format and as a feature film or fiction above 72 mins. And below 180 mins. duration, are eligible for feature film section.

6.4       The question whether a film is a Feature Film or Non-feature Film shall be based on the categorization made in the CBFC certificate or relevant previewed certificate.

6.5       Films made in any language of the North Eastern States of India shot in digital/video format and as a Non-fiction Documentary /short fiction are eligible for the Non-Feature Film Section for the purpose of the Festival. The maximum length of Short Films will be up to 30 mins.

6.6       All Films Must Carry English Subtitles. The Entry should be regulated by the following details:

–           Title of the film

–           Full name of the Director

–           Full name of the Producer

–           Duration of the film

–           Aspect Ratio of the film

–           Original language of the film

6.7       The following shall not be eligible for entry in the festival:

(a) Dubbed/Revised/Remake/Re-edited version of a film and which was submitted earlier for NEIFF, Manipur will not be eligible. All films must be presented in their original version/language.

(b) Films not subtitled in English (Filmmakers may please ensure that sub-titles are clear and readable).

(c) Entries received in sub-standard quality.

6.8       Violation of provisions of the Indian Copyright Act, 1957 ( as amended from time to time), if proved, will result in a bar on the entry of the film and/or result in cancellation of selection of the film for the festival.

6.9       An applicant would be disqualified automatically from the festival if he/she is found influencing to any jury member by way of writing letters/sending emails/making telephone calls/ approaching in person or any other similar activity in this regard. The joint decision of the Chairman, Organizing Committee and Festival Director of the 2nd NEIFF 2025 would be final and binding.

N.B.: If it is possible to submit DCP Format of the film when filling out the entry form, the submitted version can be considered as final submission.

7.0       The following should be submitted along with the duly filled in application form:

a).        Synopsis of the film in English (not exceeding 250 words)

b).        Certified copies of the certificate issued by the CBFC

c).        Affidavit (Annexure-I or II)

d).        Details of the applicants must be submitted.

e).        Copies of Photo Passports of Producer, Director, Cinematographer, Editor, Sound Designer, Screenplay writer, etc. (in case of feature film).

f).         Profiles of Producer, Director, Cinematographer, Editor, Sound Designer, Screenplay writer, etc. alongwith filmography (in case of feature film).

g).        Profiles and Photo Passports of Producer & Director for Non-feature Films.

i).         Link to be provided for Full Film in HD uploaded at Google Drive, Vimeo, Send gb, etc.

(j).           Three posters (preferably theatrical size)

(k)        Fee receipt slip

  1. LAST DATE FOR RECEIPT OF ENTRY

            The deadline for film entries for the North East India Film Festival 2025 has been extended to January 20, 2025 (till 5.00 PM). Applications received after the last date may be rejected without any reference to the applicant.

A non-refundable entry fee of Rs.1000/-(Rupees one thousand) only for Feature films and Rs.500/-(Rupees five hundred) only for Non-Feature films must be remitted online at the time of online entry form submission. Deposit shall be made to the following account and send the deposit slip along with your application:

  1. FESTIVAL ATTENDANCE

            The selection of films does not indicate that the 2nd NEIFF 2025 Organizers are covering the filmmakers/producers travel and hotel expenses. Festival Organizers may afford to & fro tickets for 1(one) outstation representative of the film selected for the festival or an award from nearest home Airport to Imphal Airport and hotel accommodation cost. But, as per the guidelines of the Ministry of Information and Broadcasting, Government of India issued in this regard, expenses incurred for local travel/hospitality, food and any beverages expenditure will not be borne by the Organizers. Expenditure for Local travels to and fro from home to nearest Airport will also be borne by the outstation participant himself. But for Festival Attendance of the filmmakers/producers, 2nd NEIFF2025 will send the necessary information separately on time.

  1. The decision of the Organizers in respect of matters covered by these Regulations and of the interpretation of these Regulations shall be final. Should any dispute or difference arise, in any stage of the festival, the same shall be referred to the Chairman, Organizing Committee or Festival Director whose decision in the matter shall be final and binding. In case the Producer/Right-holder of the film goes to court directly, instead of approaching the Organizer, the application will be treated ineligible, and the film will be disqualified for the festival.

Note:- There may be a ‘Special Mention’ by the Jury in both the Feature Film and Non-Feature Film sections that may be given at the sole discretion of the Jury to a Film or to an individual, not already covered by the Awards.
